Records
People and vehicles the game has seen, with warrants, BOLOs, citations and arrests, and who is involved in each call.

Running a name or plate
Press P for a person or R for a plate, or type the name or plate into CtrlK and press Enter. Records fill themselves in: every player the game reports gets a person record, and every vehicle they drive gets a plate, owner, registration and insurance.
Warrants, BOLOs, citations and arrests
Open a person or vehicle to file a record on it. Citations and arrests use your server's law book, so charges and fines add up by themselves. Warrants and BOLOs stay active until someone closes them.
Hits
Active warrants and BOLOs are checked against every plate in the game. When a flagged vehicle is seen, every CAD gets an alert. They also show on calls: anyone involved in a call with a warrant or BOLO is marked in red. The BOLO button in the header lists every active one.
Vehicles and VINs
ER:LC has no VINs, so the CAD makes one for every vehicle the first time the game reports it, or when a player registers it. Each is a proper 17-character VIN with a valid check digit. Registration and insurance are made at the same time, so about one car in ten is uninsured and some have an expired registration, which gives traffic stops something to find.
A car keeps its VIN when its plate changes. The same person spawning the same model in the same colour on the same server gets the same VIN, registration and insurance every time, whatever plate it wears.
The Vehicles page (7) shows the vehicles in the game right now, refreshed every 30 seconds. Filter by Flagged (a warrant or BOLO on the plate or its owner), Expired or Uninsured, or search by plate, VIN, owner or model. Pick one for its full file: VIN, plate, year, model, colour, owner, registration and expiry date, insurer and policy, and every record on it, with buttons to cite it or put out a BOLO. Any vehicle ever seen, in the game or not, can still be run from Records.
Involved people and vehicles
On a call, Add person or vehicle searches records. Pick them and their role: suspect, victim, witness, involved or driver. They show on the call with any warrants or BOLOs, and one click opens their record. Traffic stops add the stopped vehicle and its owner for you.
Civilians
When an admin turns civilians on, members who play but are not on duty can make characters with a licence, vehicles and firearms on the Civilians page, and call 911 from the CAD.
